Meet Criticises Gujral Doctrine, Tells Pak To Curb Isi Activities

In what may be described as a veiled criticism of the Gujral doctrine of showing goodwill to neighbours even without matching reciprocation, the Congress partys international resolution at the plenary demanded that Pakistan must be urged to curb the ISI and refgrain from actions aimed at subverting our security and integrity.

There must be a practical demonstration of goodwill on the part of not one but both sides, says the resolution.

Both the governments must take concrete steps towards facilitation of good neighbourly relations.

The holding of the Congress plenary in Calcutta has apparently forced the party to utter words of sympathy for the sacrifice West Bengal has made in the larger interests of the nation by agreeing to back the treaty signed with Bangladesh for sharing the Ganga water.

The international resolution circulated on Friday reiterates that West Bengal needs to be appropriately compensated for this.

The resolution expresses dismay at the Government of Indias failure to secure a permanent seat in the UN.

The resolution lends full support to the countrys refusal to sign the nuclear non-proliferation treaty and also the comprehensive test ban treaty since the treaties are discriminatory to non-nuclear nations.
