MSEDCL not to collect service line charges

Maharashtra Electricity Regulatory Commission (MERC) has rejected the proposal of Maharashtra State Electricity Distribution Co Ltd (MSEDCL) to allow the power utility to continue the practice of recovering service line charges (SLC) from consumers.
 
According to the power regulator, it has made an exception for consumers who require dedicated distribution facility.
 
MERC has observed that creating and maintaining distribution network is the responsibility of the power utility and it cannot force the consumer to pay for the same.
 
To simplify the connection procedures, the commission has decided to dispense with the measurement-linked variable charges.
 
The commission has also approved normative service connection charges for overhead and underground LT/HT supply depending on the load.
 
The commission has approved a rate of 1.30 per cent of the normative charges to be recovered towards supervision charges in case MSEDCL permits an applicant to carry out the works through a licensed electrical contractor.
 
The commission has directed MSEDCL not to recover any cost towards metre and metre box except where the consumer opts to purchase the metre from MSEDCL and in case of lost and burnt meter.
 
The commission has allowed MSEDCL to collect a token amount towards the application registration and processing charges.
 
The commission has directed MSEDCL not to charge any amount for first inspection and testing of consumer's installation at the time of giving new connection.
 
For all the subsequent tests and inspection, the charges proposed by MSEDCL are approved by the commission.
