Now it will not be a surprise to see patwaris (talathis) weilding mobile phones. Patwaris will use mobiles for instant update of 7/12 extracts (record of rights) and registrations of rabi and kharif crops.
 
If everything goes as planned, Nashik will be the first district in the country to implement such a novel project.
 
The pilot project is called M-Computing. Besides, the district collectorate is also planning to provide farmers and land-owners the details of 7/12 extracts through mobiles.
 
One needs the extract of 7/12 for court purposes, registering transactions, generating income certificates and availing loans. Investors need to know about the status of the land they want to invest in.
 
Also, the Agriculture Department relies on 7/12 for generating crop statistics and planning agricultural projects. But the procedure of approval to changes in the extracts of 7/12 takes more than a month.
 
Considering this, the Nashik collectorate has decided to use M-Computing in the district for instant update of land records and rabi and kharif crop registrations for crop planning.
 
The Hyderabad-based National Institute for Smart Government (NISG) has prepared the blue print of the project.
 
There are 350 patwaris in the district and over 3 lakh registrations for rabi and kharif crops are done every year. With the mobile system in place, the administration will cut work that takes 15 to 20 days to just a few hours.
 
With an aim to use information and communication technologies to improve efficiency, effectiveness, transparency and accountability of the government, the central government has approved the National e-Governance Action Plan.
 
The plan seeks to lay the foundation and provide the impetus for long-term growth of e-governance within the country.
 
"In Nashik district, we are planning to implement the M-Computing programme to provide secure, reliable and updated land records to the people in a cost-effective manner in real time. It is an attempt to connect Patwaris to the setu office through mobile network. This project will be implemented in two phases, with the first phase to be implemented in three months," said Choklingam, collector of Nashik.
 
The first phase will include instant update of land records, while the second phase will include providing information regarding 7/12 extracts to farmers and landholders through SMS.
 
In the first phase, mobiles with secret code numbers will be given to patwaris in the district. Patwaris will send a SMS, containing information regarding updating of land record data of a particular survey number, to a server at the tehsil through a SMS Gateway.
 
The information through SMS will include particular a survey number, village code, serial number, year, season, crop code, type of crop and area.
 
Through a SMS Gateway, the message will be received and given as a text file to the tehsil server. After verifications, the patwari will receive a reply confirming the updating of data or an error message as the case may be.
 
This will enable patwaris to update land records in an efficient and cost-effective manner in only a few minutes.
 
Providing accurate land related data to all concerned agencies would be possible due to this project and the project will be less in some lakhs only.
