Rlys' budgetary mechanism faulty

The Comptroller and Auditor General (CAG) has said the the railways is continuously incurring expenditure over and above the budgetary provisions sanctioned by Parliament. The CAG report for 2010-11 also blamed the railways for not presenting any statement of fiscal policy in Parliament, as defined in the Fiscal Responsibility and Budget Management Act 2003. It added follow-up action on announcements in the railway minister’s budget speech were weak and no proper monitoring system appeared to have been set in place.
