The non-compliant plants are Cement Corporation of India, Bokajan in Assam, Bagalkot Cement and Industries ltd, Bagalkot in Karnataka, Travancore Cement ltd, Kottayam in Kerala, Orient Cement, Adilabad in Andhra Pradesh and two units of ACC Ltd in Andhra Pradesh and Chattisgarh, Environment Minister Jairam Ramesh said in reply to a query.
