State not being able to spend Central funds: Tytler

AICC general secretary Jagdish Tytler has blamed the Naveen Patnaik government in Orissa for not being able to use the funds provided by the Central government under different flagship programmes like Sarva Siksha Abhiyan ( SSA),National Rural Employment Guarantee Scheme(NREGS), National Health Rural Mission( NRHM) Rajiv Gandhi Vidyutikaran Yojana(GJVY).
