Another Policy Reversal?

The market is talking about the non-competitive bids in securities auctions. The last credit policy had eliminated this element from the auction process because it distorted the yield pattern. But lately, the central bank is finding it difficult to sell treasury bills , what with the near-drying up of the primary market. And that has inspired the market to wonder whether the RBI will bring back non-competitive bidders.
