The Union Government on Friday announced new rules to ensure that a civil servant spends a minimum of two years at each posting.

The new rules also aims at checking political interference, any premature transfers or new appointments will only be done by a civil services board.

"It has been decided by the Congress-led UPA (United Progressive Alliance) government to have a two-year minimum tenure for all civil servants. Transfers for exceptional reasons, within a lesser period, to be done by a very high powered civil service board headed by, in each state and at the centre, persons of the rank of chief secretary or additional chief secretary and principal secretary," said Congress Party spokesperson Abhishek Manu Singhvi.

The new rule governs Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Forest Service (IFS).

The government has also set up a development board for nomadic tribes.

"The government for the first time has constituted a development board for them. It will deliberate on ways and means for their development, give suggestions and implement it," added Singhvi.

The population of such tribes is believed to be 1.5 crores.
