Out of the 106 recommendations made by the Kakodkar Committee on all technical- and technology-related aspects concerning safe running of train services in the country, 68 have been fully accepted and are under implementation, while the remaining 38 recommendations are under consideration of the Railway Ministry.
Minister of State for Railways Manoj Sinha divulged this information in a written reply to a question in the Rajya Sabha on Friday.
A high-level Safety Review Committee constituted by the ministry on September 16, 2011 under the chairmanship of former chairman of the Atomic Energy Commission Anil Kakodkar to go into all technical- and technology-related aspects concerning safe running of train services in the country, submitted its report to the ministry on February 17, 2012.
The committee has made 106 recommendations, covering various aspects such as general safety matters, organisational structure, empowerment at working level, safety related works and issues, filling up of vacancies in critical safety categories and manpower planning issues, plugging the shortage of critical safety spares, external interferences - removal of encroachment and sabotage, up-gradation of signalling, telecommunication and train protection system, up-gradation of rolling stock, track, bridges, elimination of level crossings, Human Resource Development with emphasis on education and training institutes on Indian Railways, eco-system and safety architectures on Indian Railways.
