Defence procurement rule-book by November-end, says Parrikar

Defence Minister Manohar Parrikar on Monday said the revised Defence Procurement Procedure (DPP), which guides defence acquisitions is expected to be ready by November-end.

Talking to reporters on the sidelines of the Naval Commander's Conference here, the minister said work is on different areas of the DPP.

"The main drafting with amendments is in progress. In November, we may be able to complete it," he said.

"Some areas will possibly be cleared in the next couple of weeks... most of it is in the final stage," said the minister.

Giving out details, Parrikar said the offset clause has been modified. The procedure of handling complaints is also being modified as are the rules on blacklisting.

The Defence Procurement Procedure (DPP) was first drafted in 1992 and reviewed in 2002. It was then revised in 2003, 2005, 2006, 2008, 2011 and 2013.
