Several senior police officers of Goa were issued notice Tuesday by the state Human Rights Commission for ignoring the complaint of a woman who claimed three people beat her up and put chilli powder into her private parts.

The notice directed Director General of Police T.N. Mohan, Superintendent of Police Priyanka Kashyap and police inspector Tushar Vernekar to submit a written reply by August 4, as to why the police failed to register a first information report (FIR) for days after the woman filed her assault complaint.

The victim in her 30s was allegedly beaten up June 23 by her three neighbours - namely Sonabia Sasve, Jorge Sasve and his wife - at Camurlim village, 20 km north of Panaji over a property dispute.

The woman claims she was beaten up with sticks, stripped and chilli and turmeric powder were stuffed in her private parts by the trio.

When she went to the police, assistant sub-inspector Vithu Naik refused to register her complaint, but later recorded it as a non-cognisable offence.

The police suspended Naik five days later, after the victim contacted a women's NGO and an FIR was then registered.

All the three people involved in the attack were subsequently arrested.
