Russia has said that the current international system is a failure in guaranteeing security of all nations and the international community as a whole.

"At present, the system of international relations, including its legal mechanism, does not fully guarantee equal security of all countries," reported Xinhua citing Russian Defence Minister Sergei Shoigu Tuesday during a joint meeting of Russian and Belarusian defence ministries.

He said the existing system also does not provide adequate reaction to the threats the international community today faces.

Lately, it becomes obvious that some countries enforce their will on other countries instead of settling disputes through legal means, the minister added.

In particular, some countries interpret resolutions of the UN Security Council too broadly when it comes to the use of force, he said, without specifying the names of such countries.

Shoigu took situations in Libya and Syria as examples and called for creation of working tools to guarantee international security.

He also underlined the urgency for the Union State of Russia and Belarus and the Collective Security Treaty Organisation to further counter regional threats and challenges.

"Russia and Belarus occupy common ground regarding principal issues of regional and international security, successfully solve the tasks of collective defense," Shoigu said.
