Union Home Minister Rajnath Singh on Wednesday said the government was open to a dialogue with anyone on different contentious issues, provided the talks were within the framework of the Constitution.

"We are (open) for a dialogue with everybody. There is an elected PDP-BJP government in Jammu and Kashmir and everybody is welcome to start a dialogue with it.

"If need arises, we will join the dialogue; but the same has to be within the framework of the country's Constitution," he said while addressing media persons in the state's winter capital.

Rajnath Singh asserted that India believed in good relations with her neighbours, adding that these nations must also reciprocate the gesture.

"India believes in good relations with its neighbours; but they must also behave like good neighbours," he remarked.

The home minister further warned that anti-national activities, like display of flags of other countries, would not be tolerated by the government.

Rajnath Singh said the central government was in the process of working for the rehabilitation of those residing along the International Border and Line of Control in Jammu region.

He, however, said he would not discuss the issue further since it was pending a final decision by the union cabinet.

Asked for his comments on a protest shutdown in Jammu city on Wednesday coinciding with his visit to the city, he said: "Problems can always be discussed and their solutions found.

"The problems of the people here can be sorted out and solutions found thereof," he added.
