The current mess in the telecom sector needs no introduction. People involved in the huge scam have not been held accountable. The companies that had bid for spectrum were fully aware of the extent of competition (including shadow companies that were later merged with the existing operators for grabbing scarce spectrum) including the average revenues accruing out of their decision.
