In the era of Digital India, one chief minister had to depend on snail mail to contact a counterpart across a state border. Since violence broke out in Karnataka over the Cauvery river water controversy, Tamil Nadu Chief Minister J Jayalalithaa had been silent - "incommunicado", according to Karnataka government officials. So, for Karnataka Chief Minister Siddaramaiah, the only option was to send her a letter.

Jayalalithaa had filed an interlocutory petition in the Supreme Court in August 2016 seeking the release of water, according to the guidelines of the Cauvery Tribunal. Through the letter, Siddaramaiah wanted to make it public that he was indeed trying to reach out to her and resolve the issue.
