The portfolio of industries and mines is an onerous one in any state. But perhaps for Saurabh Patel, who holds the portfolio in Gujarat, it's a little more troublesome than most. Talking about a recent visit from a group of cotton ginners, Patel said he asked them why they weren't being industrious and expanding. Was it for lack of money? To this they replied, "
