Officials were taken by surprise as Javadekar, who has the additional charge of the environment and forests ministry, heads to Paryavaran Bhavan in the morning, five kilometres away. The minister is usually in the I&B ministry only in the afternoon.
Earlier this month, Urban Development Minister Venkaiah Naidu had undertaken a similar surprise check within his ministry offices at Shastri Bhavan.
