ARSS to construct its first bus terminal through PPP in Odisha

Bhubaneswar-based ARSS Infrastructure Projects Limited, with a focus on construction of railway infrastructure, roads, highways and bridges, has signed a concession agreement with the Commerce & Transport department, Govt. of Odisha for the development of a modern bus terminal at Baramunda, Bhuvaneshwar through the Public Private Partnership (PPP) mode.

The upfront license fees for the project is Rs. 56 crores, while the yearly license premium payable to the Orissa State Road Transport Corporation upto 15 years is 5% of upfront licence fees with 15% hike every third year.

The area of the project site is 14.43 acres, and the construction cost would be Rs. 105 crores. The bus terminal will be completed in two years time, while the completion of commercial facilities would take five years.

The concession period granted is 15 years to which 2 years construction period is added. The operation and maintainance period for BTF (Bus Terminal Facilities) is 15 years. The BTF highlights are air-conditioned waiting hall, retiring rooms for transporters, e-ticketing system, kiosks, food courts, cloak rooms, adequate boarding bays, alighting bays, idle parking bays etc. with complete landscaping all around the facilities. The operation and maintainance period for BTF is 15 years.

Commenting on the agreement, Mr. Sunil Agarwal, President and CEO, said, “We welcome the opportunity to jointly undertake the construction of a modern bus terminal at Baramunda, near Bhuvaneshwar through the PPP mode. This is in line with our plan to expand our span of operations and we hope to work on more infrastructure projects in the coming months.”
