The arrested accused have been identified as Bhupinder and Sanjeet, both dentists, MBBS student Ravi of Noida, and Rajesh of Gadhi Khedi village in the district.
During investigations, it came to light that the accused were working in collusion with Rohtak-based Roop Singh Dangi who had provided them with "answer keys". Dangi is on the run, police said.
Police had received information that the accused were staying in a hotel in Panipat, but they were later arrested near here.
The students had received copies of the "answer keys" from the mobile phones of the accused, which the latter had received via WhatsApp, and it contained answers to 90 objective type questions.
The accused, who have been taken into police remand, had already sent answer keys for all 90 questions to the nine students through WhatsApp before the examination began.
A case under relevant provisions of the law has been registered against the accused persons.
