The two accused -- Ashok Kumar (45) and Lalmuankima alias Jimmi (29) - were arrested on May 15 from near Pochanpur village, Dwarka, said Sanjeev Kumar Yadav, Deputy Commissioner of Police (Special Cell).
Police have recovered 22.5 kilogram of fine quality Ephedrine from their possession and the value of the recovered drug is over Rs 22 crore in the international market, he said.
The Special Cell had been working on busting a drug cartel involved in supply of 'Ephedrine' and ecstasy drugs in rave parties in Delhi, Mizoram, other northeastern states and other parts of India, said the officer.
It was found that Kumar was procuring Ephedrine from Zirakpur in Punjab. He further supplied the drug to his clients here.
Kumar had arrived near Pochanpur village to supply Ephedrine to Jimmi.
The duo was arrested from there yesterday after police received a tip-off about their presence.
Kumar told police that he used to work in a pharmaceutical company in Delhi. He used to travel to various parts of the country in connection with his job.
During his several trips, he gathered enough knowledge about how Ephedrine can be used for preparing party drug tablets in the name of ecstasy, said the officer.
The second arrested accused Jimmi told police that he was working for Aizawl and Mizoram-based drug traffickers. On their directions, he had come to Delhi to collect the consignment from Ashok.
"Jimmi had to deliver the consignment to a foreign national living in Dwarka. He used to get paid well for ferrying the drug consignment," added the officer.
He also said that the tablets of ecstasy were also smuggled to Myanmar from Mizoram where they were sold at an exorbitant price.
