They were arrested yesterday when they reported at Army offices at various places in Gujarat to join the duty.
Col Rohit Pant of the Army had registered a complaint in this regard with the Rajkot police on June 30.
"On the basis of the complaint, we arrested 20 persons yesterday," said inspector K M Raval.
The arrested men allegedly confessed that they had paid as much as Rs 2.5 lakh to get the bogus certificates.
According to Raval, most of the accused are from outside Gujarat and had produced fake domicile certificates to prove that they were from Gujarat. The police were now trying to track down the person who provided the fake certificates, he added.
