The accused, who are the members of different gangs, took lakhs of rupees from the candidates and provided them fake papers through Whatsapp and also circulated printed papers, police claimed.
Twelve each were arrested from Bharatpur and Jhunjhunu, 8 in Jodhpur, 5 in Nagaur and one in Dausa under an operation by district police and SOG, Additional DGP (SOG and ATS) Alok Tripathi, who is monitoring the case, said.
Initial probe revealed links of the accused to Uttar Pradesh and Haryana and they are being interrogated, he said.

Nine persons were arrested in Jodhpur for allegedly duping candidates appearing for the REET exam, police said.
Those arrested, include kingpin of the gang, Jagdish Bishnoi, who had been operating from Bheenmal Jail and a government school teacher, DCP (West) Sameer Singh said.
All the accused belonged to Jalore district and were found in possession of some admission cards and original ID proofs of the candidates appearing for the exam.
