The mishap occurred when the matador, which was on its way from Kishtwar town to Sarthal, rolled down into the drain, killing four persons on the spot, they said.
Two others, who were critically injured were airlifted to GMC hospital in Jammu, they said.
Taking serious view of the mishap, Minister of State for Home Sajjad Ahmed Kitchloo directed the police to arrest the owner and driver of the vehicle responsible for the accident.
The Minister also announced Rs 1 lakh as an exgratia compensation to next of the kin of the deceased and Rs 10,000 to injured persons.
