The skulls were found from the complex of Tombisana High School which was occupied by central para military forces during peak of insurgent activities in early 1980s, a senior police officer said.
Various social organisations including Families of Involuntary Disappeared Association Manipur (FIDAM) have urged Chief Minister O Ibobi Singh to pass order for stopping the digging of the complex ground and order a judicial inquiry into the incident.
The school complex was occupied by the central paramilitary forces during the peak of insurgent activities from 1980 to 1999 during which many youth were stated to have either disappeared or arrested by the forces.
Local dailies published in front page photos of the skulls while various organisations demanded the DNA tests of the same, official sources said.
