The website, www.arunachalbudget.in, presents some economic data about the state to help the people put forward their suggestions for the budget to be presented in the Assembly next month.
"For the first time in the history of Arunachal Pradesh, a common citizen is being given an opportunity to shape and write the annual budget for the state," Khandu said after launching the website.
To encourage people's participation, the government announced cash prizes of Rs 50,000, Rs 30,000 and Rs 20,000 for the three best suggestions.
During the day, Deputy Chief Minister Chowna Mein, who also holds the finance and planning portfolios, also held a meeting with Khandu on the budget for 2018-19.
The budget session of the state Assembly is scheduled to be held from March 9 to 16.
