Inaugurating a seminar organised by Haryana Human Rights Commission (HHRC) here, Hooda said having a clean, efficient, transparent and honest administration was a fundamental right of the people in a democracy and the negation of that principle was akin to taking away from their rights.
He said that "living a life only was not a right" but the right was for "living life with dignity and freedom" and Haryana was the first state where such rights were available to the people.
