"If the BJP has to do such things (promoting defections), then it should have removed the provisions of the 10th schedule from the Constitution. It is a mockery of Parliamentary democracy," Kumar said.
The 10th schedule of Constitution deals with provisions for disqualification on grounds of defection.
Kumar was talking to reporters on the sidelines of a 'Holi milan' function organised by the Bihar Chamber of Commerce and Industries.
It may be noted that Congress government in Uttarkhand led by Harish Rawat plunged into a crisis two days ago with nine party MLAs turning rebel and opposition BJP staking claim to form the government.
