Santosh Kumar Kar had demanded Rs 5,000 for processing the papers of 14 beneficiaries of the Centre's "Swachha Bharat Abhiyan" scheme, a vigilance release said.
One of the beneficiaries, Minaketan Tripathy, had lodged a complaint with the vigilance department, following which a trap was laid for Kar at a coaching centre in Cuttack, it said.
The officials arrested him as soon as he accepted the bribe, the release said, adding that the money has been seized from him.
The officers have also carried out a search at Kar's residence at Khapuria labour colony in Nuapatna locality of Cuttack, it added.
