Sahebrao Gangadhar Kadam, the builder, allegedly did not execute sale deeds for the flats he had sold in Sanmitra Apartments (B) on College Road and did not transfer the flats in the buyers' names.
Sanjeev Baravkar and others had lodged a complaint against him at Gangapur police station, said Sachin Gore, assistant commissioner of police (crime).
The flats had been sold to Baravkar and others way back in 1993 through agreement to sell. But Kadam failed to execute sale deeds to date, according to the complaint.
Kadam also allegedly constructed unauthorised floors.
