The Etah depot bus with 45 passengers on board was coming from Ganjdudwara to Etah yesterday.
The driver of the bus lost control and it turned turtle near Sikahara village under Ganjdudwara police station, they said.
Villagers rushed to the spot and rescued the trapped passengers in the overturned bus.
The 25 injured were admitted to nearby hospitals in Ganjdudwara and Sidhpura villages, where condition of some of them is serious, police said.
Driver and conductor of the ill-fated bus fled from the scene, they said, adding, further investigations are on.
