A policeman was also injured when the two criminals opened "indiscriminate" fire at a police team which was leaving Hathia village after arresting a criminal, Khalli, a senior police official said.
"Efforts to nab two miscreants, who had attacked the police party, are on and they will be nabbed shortly," DIG Vijai Singh Meena told reporters in Hathia village.
In the daring attack, Sahun and Jasir started firing on a 40-member team of Agra police, lead by SI Alok Kumar, he said.
Later in cross fire, a passerby, Syabuddin (65) was killed and a police constable was injured, he said.
"In an exchange of fire, Syabuddin (65), was shot dead while constable Prem Veer was injured," Meena.
The two criminals fled from the spot taking advantage of the darkness, the officer said, adding that injured constable Prem Kumar was rushed to Agra for treatment and his condition is reported to be serious.
