CAT bars DSSSB from declaring primary teachers recruitment

The Central Administrative Tribunal (CAT) has asked the Delhi Subordinate Services Selection Board (DSSSB) not to declare the primary teachers recruitment results after allegations surfaced that the exam paper was leaked.
The principal bench of CAT, headed by its chairman Justice Permod Kohli, has sought a detailed report from the DSSSB, within three weeks, on the allegations of paper leak and other irregularities in connection with the exam.
The exam was held on October 29 to recruit primary teachers for the city's municipal schools.
The bench also asked the Delhi Police to produce before it in three weeks a status report of its investigation into the issue and posted the matter for further hearing on January 16 next year.
The order came on a petition filed by north west Delhi resident Munesh Kumari, through advocate Anuj Aggarwal, alleging that the question paper was leaked before the commencement of the examination.
"Keeping in view the seriousness of the allegations, prima facie, committed during the examination, we direct the DSSSB to submit a detailed report in respect to the allegations made...", the bench said.
"Delhi Police is also directed to produce the status report of the investigation conducted within three weeks. Till the matter is further examined, the DSSSB will not declare the result of the examination held on October 29, 2017, for the post of primary teachers," the bench added.
It also took note of the fact that a police complaint was filed against the "malfeasance" committed by officials in allowing certain candidates to enter the exam hall even after the prescribed time.
It also referred to a letter written by deputy chief minister of Delhi to the Lt Governor seeking to cancel the examination.
The petitioner claimed that on the day of examination, at 3.10 pm, during the written test, one solved question paper was uploaded on the Facebook page of Dilli Atithi Shikshak Sangh (DASS).
"The exam conducted on October 29, 2017, was irreversibly corrupted and vitiated by large-scale cheating with the help of electronic devices including bluetooth, electronic gadgets etc. It is submitted that even the question paper of the aforesaid examination was leaked before the commencement of the examination," the plea claimed.
The petitioner also claimed that at several centers, examination was conducted between 2.30 pm to 4.30 pm, and at some other centers, the examination was conducted between 3.30 pm to 5.30 pm.
"It is submitted that uploading of the solved question papers during the examination proves that the question paper was leaked prior to the commencement of the exam," Kumar alleged in the plea.
