It was the first time a foreigner has been convicted of the crime in Shanghai.
The foreigner, owner of clothing firm Mingxin Fashion Clothes (Shanghai), was found to have held back the wages of its 158 employees totalling 600,000 yuan, according to Shanghai Qingpu District Court.
The foreigner's identity and nationality were withheld by the authorities. He was arrested in northeast China's Liaoning Province in August after having left the country for seven months, state-run Xinhua news agency reported.
The government said it will send inspectors to construction sites, factories, and restaurants to ensure workers receive their wages on time.
