Concerned over the delay by various departments in filing replies to the National Human Rights Commission (NHRC), Delhi's Chief Secretary today instructed the Principal Secretaries and HODs to closely monitor the cases.
"While expressing his concern over the issue of filing replies in time, Chief Secretary S K Srivastava said that NHRC cases are not being monitored properly by many departments.
"He said that notices received by the Home Department are being forwarded to the concerned departments for filing replies but it has been noticed in many cases that the replies are not filed on time resulting in adverse orders passed by NHRC in such cases," said a Delhi government official.
In order to streamline the system of monitoring of court cases, the Chief Secretary has advised the Principal Secretaries, Secretaries and HODs of all departments and autonomous bodies to ensure attendance of such cases with all due diligence.
Further it has been decided that an unique ID shall be given for each NHRC case received by Home Department and the details of the departments to whom the cases are forwarded shall be entered in a management information system (MIS).
The MIS should facilitate generation of pre-defined alerts on the registered mobile numbers and e-mail IDs of the concerned officers (including those who are monitoring the same), the official said.
Besides that, a nodal officer will be nominated by every department to update the existing records on a regular basis in the MIS.
