The government today said that the Civil Liability for Nuclear Damage (CLND) provides the basis for India joining an appropriate international liability regime such as the Convention on Supplementary Compensation for Nuclear Damage (CSC).
In a written reply in Lok Sabha, Minister of State for External Affairs Gen (retd) V K Singh, however, said that India has not yet ratified the CSC.
"The CLND Act provides the basis for India joining an appropriate international liability regime such as the Convention on Supplementary Compensation for Nuclear Damage (CSC) of 1997," he said.
Singh said that Article XVIII of the CSC states that a state that is not a party to either the Vienna Convention or the Paris Convention, or a state which declares that its national law complies with the provisions of the Annex to this Convention, can become a party to the Convention.
"India not being a party to the Vienna or the Paris Conventions signed the CSC on October 29, 2010 on the basis of its national law names the CLND Act. However, India has not yet ratified the CSC," he added.
