Chief Ministers' panel on Swachh Bharat to finalise report by June-end

Working group headed by NITI Aaayog CEO to collect information on alternative methods and best practices for the mission

A Chief Ministers' panel working on different aspects of Swachh Bharat Mission including suggesting ways to rope in private players and setting up an institutional mechanism, will finalise its report by June-end.

The Chief Ministers' sub-group headed by Andhra Pradesh Chief Minister N Chandrababu Naidu on the SBM will submit its report to the Prime Minister Narendra Modi.

"We will prepare the report by June-end and submit it to the Prime Minister," Naidu told reporters here after first meeting of the Chief Ministers' panel.

"We have constituted a working group headed by NITI Aaayog Chief Executive Officer. It will collect (information on) best practices on Swachh Bharat showing alternative methods and best technology. They will place their report in the next meeting of the sub-group," he said.

He informed that the sub-group will have 2-3 meetings and make some field visits before firming up its report. The panel is expected to meet next month in Chandigarh.

In today's meeting, the sub-group prepared guidelines and process chart to work on the subject.

Asked why only three Chief Ministers attended the meeting today out of 11 on board of the sub-group, Naidu replied: "This time some Chief Ministers had some programmes. I am confident that they will come in the next meeting."

Apart from Naidu, the meeting was attended by Haryana Chief Minister Manohar Lal Khattar and Karnataka Chief Minister Siddaramaiah.

The other states on board of the panel include Delhi, Bihar, Maharashtra, Mizoram, Sikkim, West Bengal, Uttar Pradesh and Uttarakhand.

As per the term of reference, the panel has to examine the financial requirements for comprehensive implementation of the SBM and suggest measures for meeting budgetary needs.

It will recommend robust institutional mechanism and measures for technological support for different components of SBM including solid and liquid waste management in rural and urban areas.

The panel will also examine models of private sector participation in the SBM and suggest ways to substantially improve participation of private sector and civil society organisations for effective implementation of the programme.

The sub-group will also deliberate on the issue of making the SBM sustainable.
