Police had closed all roads leading to Parliament for the second day, fearing protests.
The police action came after Home Minister Sushilkumar Shinde had expressed strong displeasure over police's "failure" to prevent anti-Sikh riots protesters reaching high-security Vijay chowk and sought a report on the incident.
Portions of Rafi Marg, Rajendra Prasad Road, Talkatora, Rakabganj Road and Dalhousie Road, all leading to Parliament House were closed for vehicular traffic, causing traffic jams on all arterial roads.
