The cartoons featured in the book were published in a number of leading newspapers.
Speaking on the occasion, Dikshit hailed Ugrah's works and said cartoons are liked by all sections as they "convey much more" than the lengthy reports in the newspapers.
"Cartoons have a very special place. It is satire at its best without hurting anybody. A cartoon conveys much more than an entire page in a newspaper," she said.
Former Union Minister Sarojini Mahishi was also present on the occasion.
Ugrah, who was a journalist until 1998, had worked in a number of leading newspapers.
In his brief address, Ugrah said cartooning has been his hobby and he tried to reflect political developments in his cartoons.
