Concerned over disappearing dustbins, HC seeks MCDs response

Terming the "disappearance" of dustbins from various parts of the national capital as "daylight robbery", the Delhi High Court today directed the municipal bodies here to inform whether they have installed dustbins in all areas under their jurisdiction.
A bench of justices Badar Durrez Ahmed and Siddharth Mridul observed that municipal corporations do not appear to be bothered by the "disappearance" of dustbins.
The court issued notice to the three MCDs of North, South and East Delhi as well as the New Delhi Municipal Council (NDMC) and sought their responses before the next date of hearing on January 21, 2015.

It directed the bodies to file affidavits "indicating whether dustbins have been installed in all areas under their jurisdiction" and if there are adequate number of 'dhalaos' in their areas for dumping of garbage.
The affidavits have to also indicate the number of trucks used for removing garbage from dustbins and 'dhalaos' as well as if there is a specific duty cycle for collection and removal of waste.
The bench, during the proceedings, observed that most of the problems of Delhiites is with MCDs.

"They (MCD) have not worked. There is a lot of pomp and show at the launch of a scheme and everyone shows up for taking photographs, but thereafter nothing happens," the court said.

It was hearing a plea filed by Sharad Tiwari and Sanjeev Agnihotri, residents of Vishwas Nagar here, who have claimed that two perfectly functional dustbins were recently removed from the area and the same were put up in another state.
Advocate Sugrive Dubey, appearing for the petitioner, contended that this disappearance/removal of dustbins was happening all over the city.
The petition has stated that the MCDs had purchased around 10,000 dustbins for the capital from a particular company, which was to provide the dustbins as well as engage trucks for collection and removal of garbage from the bins.
However, when the dustbins started disappearing, the municipal bodies did not question the same, it said.
