"Singh was served fifteen days ago notice for creating differences within the party ranks," said Salman Nizami Joint Secretary Jammu and Kashmir Pradesh Congress Committee (JKPCC).
AICC General Secretary Ambika Soni had served him a show cause notice on 25th June asking him to explain his position, Nizami said.
"Singh quit the party only to avoid disciplinary action from the party High Command over his role in anti-people policies," Nizami said in a statement.
Singh, who hails from Kathua district, had won the 2004 and 2009 Lok Sabha elections as Congress candidate from Udhampur.
He was elected to state Assembly in 1996 and 2002, and had served as the Minister for Health and Medical Education in Mufti Mohammad Sayeed-led coalition government in 2003.
