Sources said that the process of state PCCs authorising the Congress president to take forward the internal poll process is on currently, with major states like Maharashtra and Haryana passing such resolutions today.
The Haryana Congress passed a unanimous resolution requesting Sonia Gandhi to elevate party vice-president Rahul Gandhi as the Congress chief.
The Uttar Pradesh and Uttarakhand PCCs will meet tomorrow to pass such a resolution while Punjab will be the last state PCC do so on October 13.
Some state units have also passed resolutions urging Rahul Gandhi to take over the party's reins.
Poll-bound states of Gujarat, Karnataka and Himachal Pradesh, besides three north-eastern states will not hold organisational polls in view of elections.
"The Congress organisational poll process is on and we are hopeful that it will be completed by the end of this week," said Madhusudan Mistry, a member of the party's Central Election Authority.
According to internal poll process, the PCC delegates are to elect the new state unit chiefs, who have authorised the Congress president to do so. The PCC delegates will elect the new Congress president as well as AICC delegates, who in turn, will elect the CWC members. There is one AICC member for every eight PCC members.
The organisational polls of the Congress are to be completed by the end of December, the time granted by the Election Commission for doing so.
Once the current process of PCCs authorising Congress president for electing new PCC chiefs is over, the CWC is likely to meet to announce the poll schedule for the new Congress President. Once elected, the new Congress president will be ratified at the plenary session of the Congress.
The party has told the Election Commission (EC) that it would conclude the internal poll process by December-end according to the poll panel's directions. The EC had given a year's extension to the Congress in this regard.
