The duo was arrested yesterday when two policemen noticed them in a car having no number plate, a police official said.
"She and her accomplice, used to target lone girls on the road by requesting them to allow her to use their mobile phones to make a call, citing an emergency. They used to flee in the car which didn't have a number plate," DCP (Northwest) Milind Mahadeo Dumbere said.
During interrogation, the woman claimed to be a graduate of Delhi University, married, and has an eight-year-old son. She also said that she was saving money to hire goons and harass her estranged husband, Dumbere claimed.
Her father is a Delhi police sub-inspector, he said.
"The other accused, Neeraj, is also married and have a strained relationship with his wife. He has a five-year-old daughter and claims to have been supplying toys and stationery to shopkeepers," a police officer said.
