"The government of India (GoI) should hold an all-party structured dialogue with all stakeholders including all shades of people and opinions in whole of the state of Jammu and Kashmir without attaching any pre-condition of constitution to it", he said here.
"There should be no pre-condition attached to holding dialogue with stakeholders in J&K. These conditions should not be held from either side," he said.
"This initiative should not be a cosmetic affair," he said.
Asserting that the J&K government must facilitate talks of all stakeholders in the state, he said that serious initiative should be taken in view of the magnitude of the current situation.
"It is not a party affair on country level but there is a need to create a national consensus over the issue. A committee of senior parliamentarians of different parties should be set up to talk to all shades of opinions and reach out to the people in the state. They should be assisted by expert panel", he said.
He alleged that the central government had failed to take any serious initiative towards bringing peace and normalcy in Kashmir so far.
"Only oppositions parties have taken initiatives. But there was nothing positive from Centre so far despite the situation being critical," he said.
Tarigami also called for a judicial probe into the recent killings and said that a retired Supreme Court judge should be appointed to head the probe to fix responsibility.
He said that government was yet to put a halt to the practise of using pellet guns in Kashmir.
