Addressing a seminar 'Safety and Security: Need for Police Reforms', he said, "There could be a situation when two different parties are in power at Centre and state. If police were to be with the state government number of issues will arise."
Kumar was replying to a question raised by former CBI Director D R Karthikeyan in a panel discussion.
"If a VVIP arrives and the Centre wants certain scale of arrangements and state government cannot spare, so that could be a situation. In most of the countries, police (in the national capital) is with the Centre," he said.
Asked whether force's moral get effected by recent statements like the one by Chief Minister Sheila Diskhit criticising it, Kumar said moral of police would not get affected by statements made by politicians.
He also said the force is in the process of creating a martyr fund for helping families of policemen who lose their lives while in action.
Addressing the concerns on traffic in the city, Kumar said 12,000 cars get registered in the city every month and 400 BMWs are added to Delhi roads every month.
