Disabled students: NGO threatens contempt proceedings against

An organisation working for the rights of disabled persons has threatened to initiate contempt proceedings against Himachal Pradesh government for its failure to implement a high court order for providing free education to disabled persons in government schools and colleges and ensuring enhanced scholarship for them.
"The government has failed to comply with the orders of high court in this regard even after expiry of the deadline and we will soon initiate contempt proceedings against the officers concerned," said Ajay Srivastava, chairman of Umang Foundation.
"The government has failed to implement the directions of high court to provide free education to disabled children studying in special schools at Sundernagar and Dhalli, Shimla, on the PIL filed by the foundation, which amounts to contempt of court," he said.
Srivastava said he has already written to Chief Minister Virbhadra Singh in this regard.
The deadline fixed by the high court to provide free education to the disabled children expired three months back, he said.
A division bench of high court comprising Justices Rajeev Sharma and Tarlok Singh Chauhan had on June 4 last year directed the government to provide free education within a period of six months.
Himachal Pradesh University, Agriculture University, Palampur, and Horticulture University, Solan, were given six weeks for implementing fee waiver for disabled persons which, Srivastava said, has been ensured.
High court had also ordered substantial increase in the scholarships for disabled children, but that has not been implemented, he said.
