In a letter to Modi, he said the Special Investigation Team should not be made to function under any ministry as its work involves several ministries including Finance, Home, Defence, Corporate Affairs and External Affairs.
"I seek your urgent intervention to see that the SIT on black money is not structurally under any ministry but has an independent existence," Swamy said in the letter.
He said if at all, the SIT is "embedded in any Ministry, it will be best if it is made part of the Department of Personnel which is under your charge".
The Supreme Court-appointed SIT has been probing various black money cases.
