"Writing the new Constitution will build a sustainable foundation for political stability, inclusive growth and development in the country," Regmi said, addressing a function to mark the 68th anniversary of the United Nations here.
His remarks came as election campaigning peaked in capital city Kathmandu, southern plains as well as hilly region of the country with candidates engaged in door-to-door canvassing to woo voters.
Nepal is witnessing the second Constituent Assembly polls on November 19 to elect 240 members under a direct voting system.
The CPN-Maoist, opposed to the polls, has asked the government to postpone the election and convene round-table talks to forge political consensus.
In a statement issued today, CPN-Maoist chief Mohan Baidya made the request to the government and major political parties. He said there is no significance in conducting the election without taking the consent of CPN-Maoist, a breakaway faction of Unified CPN-Maoist.
Meanwhile, seven people were injured when UCPN (Maoist) and CPN-Maoist cadres clashed in Kortang VDC of Jajarkot district in western Nepal last night.
Two party cadres clashed as the CPN-Maoist cadres tore up the election posters belonging to UCPN Maoist candidate here at constituency number 2.
