Finmin seeks expenditure proposals for supplementary demands

Finance Ministry has sought expenditure proposal for the final batch of supplementary demand for grants from various ministries while adhering to the 33 per cent investment limit for the fourth quarter.
All the ministries should abide by the revised estimate intimated to them earlier and "under no circumstances should the RE ceilings be breached," said a Finance Ministry office memorandum.
"Also, instructions relating to 33 per cent and l5 per cent expenditure ceilings in the last quarter and last month, respectively of the financial year may be scrupulously adhered to," it said.
The final Supplementary Demands for Grants would be introduced in Parliament in the upcoming Budget Session likely to commence on December 31.
The Budget 2017-18 which, will contain revised estimates of various ministries and department, to be tabled on February 1.
According to memorandum, the proposals along with the draft statement justifying Supplementary Demands to be included in the final batch should be forwarded to Budget Division by latest January 20.
The cases which would be eligible to be incorporated under such demands include those where advances from the Contingency Fund of India have been granted and are required to be recouped to the fund.
Besides, in cases where this Ministry has specifically agreed for inclusion of the item in the final batch of Supplementary Demands for Grants.
It further said that "while processing proposals for Supplementary Grants, the Grant controlling authority must invariably identify savings available within the Grant so that the infructuous or inflated Supplementary Demands are weeded out and the eventuality of surrender after obtaining Supplementary Grant is avoided.
