Court files and other government record were also damaged in the fire, according to Additional District Magistrate Indermani Tripathi.
The fire department personnel have doused the flames and brought the situation under control but the cause of fire is yet to be ascertained, he said.
Tripathi, however has "not ruled out" the it being a conspiracy hatched by the accused in the Hastinapur Sanctuary land-grabing scam.
The case is being investigated and senior officers including the district magistrate and the senior superintendent of police have rushed to the spot.
