Health Minister Anil Vij said the firm had supplied "water instead of Pyrethrum spray 2 per cent used to kill mosquitos."
"The firm has been blacklisted and registration of FIR has been ordered," Vij said.
Vij said the spray worth Rs 21.90 lakh had been recently tested by different laboratories in Haryana and Delhi and it had been confirmed that the supplies contained only water.
He told reporters the orders with the firm were placed by the previous Congress government in the state.
